OOB is governed by a five member Town Council that hires a Town Manager. The Town Manager runs day-to-day operations and reports to the Council. Council sets policy, adopts the annual budget, and passes ordinances. Meetings are streamed on Town Hall Streams and posted on the official town YouTube. As of May 2026, OOB is selecting a new Town Manager following Diana Asanza's tenure.

Advises Animal Control and the council on animal-related ordinances and community education.

Coordinates neighborhood-level safety programs with the Police Department.

Drafts and updates the town's comprehensive plan. The first draft of the current update is in active public review.

Advises on natural resources, dunes, salt marsh, and open space.

Reviews building design and signage in the downtown and Pier-area design overlay districts.

Reviews the draft budget and major capital requests before they reach the council.
